Yep it is. But the issue that is not mentioned is the input of energy to drive it (electricity). If that can be produced by solar/wind it would be a very useful system.

Scientists are working on artificial photo-synthesis as well. Producing fuel from CO2. Others are working on using some forms of algae to then refine to oil.
